Edward D. Davis

Fair Housing, Program Director

Edward Davis joined the staff of the Howard University School of Law in December 2005 as program administrator of the Fair Housing Clinical Program. Mr. Davis is a graduate of Howard University and has competed graduate studies in clinical psychology. Following graduation, he served ten years in the federal sector with the U.S. Office of Personnel Management (OPM) as a program analyst then as an employee and organizational specialist. There he served as a consultant to agency supervisors and managers on the design and implementation of training programs for their employees. He served as the agency’s training officer taking the lead in developing and coordinating the frontline/customer service training program, employee career counseling program, Partners In Education (PIE) program, various Train-the-Trainer programs, Zenger-Miller, Continuous Quality Improvement (CQI) facilitation, computer-based-training (CBT) program, workforce performance and organizational parametrics development, organizational assessment, and oversight of the training information management system database. During his tour of duty with OPM he also performed as a stand-up trainer, instructor, facilitator, recruiter, and developer of curriculum and instructional systems design. During this time he also served as a research fellow for the University of Michigan’s Center for Social Change and as a research assistant for the Pension Benefit Guaranty Corporation (PBGC).

Mr. Davis then formed an organizational and human resources consulting business servicing clients over a seven year span that included: the PATA Group, U.S. Department of Education, KOBA Associates, Management Training Corporation (MTC), Federal Emergency Management Agency (FEMA), KolorScope, Quadel Consulting Corp. etc. In 1999, he joined the staff of the Quadel Consulting Corporation’s Public Housing Business Unit. There he provided management and technical assistance, training, inspection services and quality control management for public housing authorities in localities such as Chicago, Montgomery County (MD), Jersey City, Houston, Springfield (MA), Lexington (KY), Brown County (WI), Omaha (NE), Memphis (TN), Baltimore City and Inkster (MI). He provided management services and guidance in organizational development and information systems re-engineering planning utilizing CQI and Total Quality Management (TQM) strategies, GPS computer-based telephony integration of inspection scheduling, counseling, landlord outreach, moderate rehabilitation, housing choice voucher inspections and occupancy. He also provided oversight and technical assistance to clients with the Physical Assessment Subsystem of PHAS, including the St. James Parish Housing Authority (LA). Mr. Davis also served on Quadel’s SEMAP assessment team and provided training in Housing Choice Voucher Housing Quality Standards (HQS), lead-based paint issues and technological strategies in the scheduling of inspections.
